Paxton Grill

Submitted April 10, 2026

Hi, my name is Paxton Grill. I joined the Ambulance Service in 2003. I worked as a Primary Care Paramedic across the South Island in my part-time years before heading to Vancouver for full-time work in 2008. I eventually returned to the Victoria post. During my time in post, I served a term as recording secretary and two terms as an RVV in the region. Unfortunately, in 2021, I was diagnosed with PTSD and was no longer able to do frontline work. Since I’ve hopped around several departments and completed some retraining at SFU in HR and labour relations, I am now in a support role at the Victoria Post. Now that I’ve only got a few years left before retirement, I would like to express my interest in supporting union members in Region One South. My recent education, my unique perspective on the organization over the last few years, and my experience as an RVP will give me a solid foundation to work for our membership over the next two years. Thank you for taking a moment to review my bio. I look forward to the opportunity to support the membership over the next 2 years and to contribute positively to our union.

I have proudly served as a paramedic in British Columbia for nearly a decade, working in both rural and urban settings. Throughout my career I have had the opportunity to work as a station level Shop Steward and worked to help and represent my colleagues with professionalism and integrity. I pride myself on being familiar with the Collective Agreement and staying up to date on the current business of our union. As Regional Chief Shop Steward, I look forward to continuing to advocate with integrity and working to ensure every member receives knowledgeable and principled representation across our 2W region. Thank you for your consideration and I look forward to the opportunity to represent you.

Dustin Herbst

Submitted April 10, 2026

Hello, my name is Dustin. I'm the Paramedic Supervisor at station 339, West Kelowna. I have always had an interest and have been a advocate of public education. I volunteer with talent acquisitions doing high school presentations, and several times have used a not in service ambulance for school presentations on my own time.

I feel that public education is a key aspect that has been overlooked and under optimized to further strengthen our communities.

I have several ideas in mind already, so I am able to start off strong as soon as I am elected. I look forward to this opportunity to prove myself, working with all of you and all of our communities.

Bruce Robert Alan Zappone

Submitted April 10, 2026

Bruce Zappone reporting for duty as your RVP. Why? Paramedics and Dispatchers face challenges most civilians will never understand. These affect us both personally and professionally. Being “one of us” comes with a cost that only we can understand – and all too often only after it has seriously affected us. BCEHS Paramedics deserve the strongest of representation possible – Representation that truly understands what it is we do and what this dedication to our collogues and our profession costs. I have your back. I will treat you fairly and with the respect you deserve. I will advocate for your interests in every category. About Bruce: At the impressionable age of sixteen, I met BCAS Legend “Dan the Duc Fitger” who let me ride third on 266A1. It was a Friday night in Surrey - I was officially hooked. Currently in my 18th year with BCEHS. – Beginning with Lytton in 2008 and moving through the valley getting closer to home. Going FT in 2016 I worked 2 East and in 2019 moved to the Okanagan for 340A1. Perusing a UC spot I have been in Clearwater since 2024. As UC I have experience with the Interior West DEOC team acting as a Deputy Director and am enjoying expanding my qualifications into Emergency Management and ICS. I have a strong background in OHS both in Industry and BCEHS. In 2013 I was briefly absconded into the roll of Vancouver Metro Safety Technician at Virtual way to support their team. It was an invaluable experience to the inner workings of BCEHS. Dedication to you: Your health and welfare – physically and mentally are my highest priorities. I am not running for RVP to support a later management application – I am 873 and I promise you I will not be “excluded”. (2028) – Advocate as loud as I can for BCEHS Paramedics and Dispatchers to pursue designation as “Emergency Service Workers” as our top priority. Currently we are “Essential Service Workers” and the difference is why Police and Fire have been ahead of us in compensation and working conditions for far too long. Questions? please email Bruce_Zappone@yahoo.com
Thompson Shellborn

Submitted April 9, 2026

My name is Thompson Shellborn, and I currently work full-time out of Station 315 in Kamloops. I’ve been with BCEHS for the past ten years as a PCP IV, and over the last two years I’ve also had the chance to serve as a Shop Steward. More recently, I’ve stepped into the role of Acting Regional Vice President (RVP) for Region 3. Over the course of my career, I’ve worked in all four deployment areas; Remote, Rural, Urban, and Metro, which has given me a broad perspective on the challenges and realities our members face across the province. Alongside my role as a PCP, I’ve also worked as a Community Paramedic, a Link and Referral Unit paramedic, and an Acting Off Car Unit Chief. These roles have helped me build strong working relationships, develop practical problem‑solving skills, and better understand both frontline pressures and bigger system issues. Serving as a Shop Steward and Acting RVP has reinforced how important it is to advocate for our members and protect the rights outlined in our Collective Agreement. I aim to be approachable, reliable, and solutions‑focused, and I believe open communication and transparency are key to supporting one another effectively. I care deeply about ensuring members feel heard, respected, and supported at work. If elected as RVP for Region 3, I will continue to advocate fairly and consistently, work collaboratively with members and leadership, and address concerns in a timely and professional way. I’m committed to building on the work already underway, strengthening member engagement, and helping ensure our union remains responsive, accountable, and effective. It’s been a privilege to serve in both operational and union roles, and I’d be honoured to continue representing and supporting my colleagues in Region 3.

My name is Chelsey Sharp, and I am seeking your support for the role of Regional Vice President. Over the past four years, I have had the privilege of serving on your Regional Executive, working to strengthen engagement and support for our Shop Stewards so they can better advocate for you. I have focused on building strong, respectful relationships with Management and Human Resources Business Partners to foster open communication and achieve timely, effective resolutions. Beyond this, I have been proud to contribute to initiatives such as the APBC Ceremonial Unit, Public Education, and the Tour Paramedic Ride—each one helping to strengthen our connection to both our members and the communities we serve. I remain committed to growing as a union member by continuing to learn, adapt, and meet the evolving needs of our region, particularly in Labour Relations. I am asking for your support so I can continue to advocate on your behalf, strengthen our collective voice, and serve you as your Regional Vice President. Thank you for your continued support. Jessica Elizabeth Chilton

Submitted April 9, 2026

I began my career with BCEHS in 2007 at Station 316 (Big White). After gaining experience in Regions 1 and 2, I returned to Kelowna, where I currently work as an OCUC supporting members throughout our Province. Since 2017, I have had the privilege of serving as a Union officer in a variety of roles, including five years on the Provincial Executive Committee as Provincial Recording Secretary, Communications Director, Regional Vice President, and IDEA (Inclusivity, Diversity, Equity and Accessibility) Director. This work has given me a broad perspective shaped by professional and political advocacy, labour relations, collective bargaining, and meaningful collaboration with diverse stakeholders. Through these roles, I have built strong relationships within BCEHS and APBC and developed a clear understanding of how these organizations operate in the broader political context. This enables me to navigate complex bureaucratic systems and focus on delivering practical, meaningful results for our members. I also hold certificates in Health Care Leadership and Workplace Investigation Essentials from the University of Toronto, and a Labour Relations Certificate from Ryerson University ensuring that I am not only bringing my experience, but a curated knowledge base aptly suited for the role of RVP. Through my education and experience, I have become comfortable working in dynamic, multi-stakeholder environments, navigating both frontline challenges and boardroom discussions. I value collaboration and clear communication and apply a strong understanding of the Collective Agreement to achieve meaningful outcomes for our members. Throughout my career—as a paramedic, supervisor, and union leader—I have come to understand that supporting the person behind the role is essential to long-term success. My approach to leadership is simple: I am here to serve. I recognize that reaching out to the Union often comes at a vulnerable moment, and I take seriously the trust members place in me. I approach each interaction with respect, empathy, and a commitment to practical solutions. I have also seen how important it is that members feel supported not just at work, but in their ability to show up for themselves and their families. This has shaped my commitment to fostering a culture of psychological safety and inclusivity, where members feel valued and able to sustain healthy, balanced careers. Outside of work, I am a mother to two very active boys and a wife to a husband who also works for BCEHS. Much of my free time is spent on benches and bleachers at rinks, arenas, and tracks across the Okanagan. As a family, we value staying active—whether on the ski hill in the winter or on the lake in the summer. Maintaining a healthy work-life balance is important to me, and I am passionate about helping others achieve the same. I believe the breadth of my experience, combined with my strong work ethic and genuine commitment to serving others, has prepared me well for this role. With respect, I seek your support for RVP of Region 3. I am available to discuss my candidacy at your convenience at jessica.chilton@apbc.ca or 604-799-4468.
Camille Amber McCluskey

Submitted April 9, 2026

Hello Region 3,
My name is Camille McCluskey, and I’d like to give my thanks and appreciation to Jessica Chilton for putting my name forward for Regional Vice President.
I have been a Paramedic for 15 years, working in rural, remote, metro, and urban stations, and I currently serve as an Off Car Unit Chief in the Kelowna post. I was born and raised in Vernon, and Region 3 is where my home and my heart lie.
For the past two years, I have had the privilege of serving as the Women’s Advocacy Director for APBC. In that role, I have developed a strong understanding of how our union operates, including our collective agreement, investigation processes, and grievance procedures. More importantly, I have had the opportunity to listen to members, understand the challenges you are facing, and work toward meaningful improvements.
That experience is what has led me to run for Regional Vice President.
I am ready to take the next step and apply what I have learned in a role where I can directly represent members in meetings with the employer and support you through the grievance process. Labour relations is about ensuring the employer is meeting its obligations under the collective agreement and that our members’ rights are upheld and protected. My goal is to be a knowledgeable, reliable, and approachable representative who can advocate effectively for all members in region 3.
While my current role has focused on supporting women in our union, my commitment has always been to the membership as a whole. This transition is about expanding that work and bringing my experience, training, and perspective into a position where I can have a broader impact.
Throughout my time in this union, I have consistently shown up, followed through, and put the work in. If you have interacted with me over the past two years, you know that I am responsive, prepared, and committed to finding solutions. I do not shy away from difficult conversations, and I will not shy away from advocating for you.
Prior to my role as Women’s Advocacy Director, I served as a Shop Steward for station 337, and Regional Recording Secretary in region 4. I regularly participate in CUPE education and have completed training in Shop Steward fundamentals, Right to Fair Representation, Grievance Handling, Off-Duty Conduct, Indigenous-Specific Racism, and Challenging Racism. I also hold a Women in Leadership certificate from the Rotman School of Management, and continue to attend seminars on human rights legislation and its application in the workplace. All of this is done with the goal of strengthening my ability to represent you effectively.
As an Off Car Unit Chief, I have had the opportunity to connect with many of you across the region. I understand the realities of the job and the pressures you face. At my core, I have always been driven to help people. Over time, that has shifted from caring for patients to supporting you, our membership. I am someone who is for the crews, always, and I will bring that same mindset into this role. To our dispatch members, I value the work you do, and I will represent your interests while listening to your concerns and feedback. Your voice matters.
If elected, you can expect a representative who is present, engaged, and accountable. I will advocate for your rights, communicate clearly, and ensure you feel supported when it matters most.
I am asking for your support as I run for the two-year term as Regional Vice President for Region 3. I am ready to do the work and to represent you with professionalism, integrity, and consistency.
Thank you for your consideration.
